My friend is an only child.his mother has just passed away and his father is in a care home and is non compus mentus. his mother owned the house and has I.S.A.s and valuable furniture.
my friend cannot gain access to anything without power of attorney, .he now faces paying a thousand pounds a week for his fathers care home.the council have given him a conssesional
12 weeks grace, how long will it yake to get power of attorney and which is the quickest way

The quickest way is online....BUT since the father has lost mental capacity, it is no longer possible for him to make an LPA.
The Court of Protection will need to be involved - and this will take some time.
Yes, you will need the Court of Protection to make you a deputy to deal with your father's affairs.

Did your mother leave a will? Has it gone through probate?

You are dealing with two different things, the need to sort out your father's affairs and your mother's property and assets.
