If goods ordered for my business with a PO are delayed, is there an option to cancel the PO without penalty?

It very much depends on the terms and conditions. Have you spoken to the supplier?

We've never received T&Cs and their website is currently being updated so I can't check the position. I haven't spoken to them yet, I want to have an idea of our position before asking.
How are the goods delayed? In the production stage, by a third party delivery company or another way? It can make a difference.
Did you agree a specific delivery date, did you make a 'time is of the essence' clause when you placed the order?
How long is the delay?

It's in the production stage (with the company we are dealing with).
Our PO stated the delivery date at the end of September but their sales confirmation said mid-October. We currently know there is a delay but have no indication of how long.
Unless you need the goods NOW (otherwise they will be of no use to you) I would email the company and say that delivery MUST be by 28/11 (one month) or you will have to cancel.
