No there has never been an MoT reminder service from the government in England & Wales as far as I know.

He does not providing details with interested parties were exchanged – which it seems they were.

I have had no printed documents sent to me by my insurers for at least the last three years. I have .pdf documents provided by them either by e-mail or from their website which I may or may not print as I choose.

Again, not so. Section 170 of the Road Traffic Act says this:
170 - Duty of driver to stop, report accident and give information or documents.
(2)The driver of the mechanically propelled vehicle must stop and, if required to do so by any person having reasonable grounds for so requiring, give his name and address and also the name and address of the owner and the identification marks of the vehicle.
(3 )If for any reason the driver of the mechanically propelled vehicle does not give his name and address under subsection (2) above, he must report the accident.
(4) A person who fails to comply with subsection (2) or (3) above is guilty of an offence.
There is a simple way to remember when Tax, MoT and Insurance expires:
1. Get a bit of paper and a felt tipped pen
2. Write on the paper, with the pen:
Tax expires on dd/mm/yy
MoT expires on dd/mm/yy
Insurance expires on dd/mm/yy
3. Stick the bit of paper somewhere prominent on the dashboard or perhaps the lid of the glovebox.
4. Look at the bit of paper from time to time when you get into the car.
