I am unsure whether this should be in law, home or travel but here goes. A Polish colleague of mine and hes polish partner had just been blessed with twins, both have lived in England for around 7 years, the babies have been registered in Blackpool( the home of their birth ). Are the boys British and allowed a uk passport? Or are they Polish or do they hold dual nationality?

The parents are "settled" in the UK, and because they are from the EU they are legal immigrants. Therefore, the children are eligible for British citizenship, if I have understood the rules correctly. There's more information here:

Yep both. A friend of mine has dual nationality having been born in another country and of british parents. Same for the twins, born in Britain of Polish parents, dual nationality.
