Is it lawful to collect shells on a british beach?

I hope so, I've collected shells off many beaches for years!
I thought it wasn't legal, just as we are not supposed to take sand. But I can't imagine any action has ever been taken for taking a bucketful of shells
It must be as I don't think anyone has ever been prosecuted for taking shells or fossils from a public beach. Some paleontologists get a bit pi$$ed off by amateur fossil hunters running off with fossil prizes but they haven't been able to stop them.
