"disabled" neighbour lets non disabled car park there
We have a neighbourwho has a disabled badge. However they regulary let another neighbour (who is not disabled) park in their bay whilst the "disabled" neighbour parks across the road. This incences me and I wonder if it is worth taken pics (of both cars_ and forwarding to the council. She obviously does not need it if she "lends it out" when she sees fit?

Correct evedawn. but to qualify for one they would obviously need it, we don't always park in ours, it depends on how my partner is on the day, disabled people are always walking around looking like they are disabled, they sometimes feel fine sometimes they can hardly put one foot in front of the other.
The would have been agreed/authorised by your local council. Speak to the Highways Department at the Council. You do not need to give them your name but make an enquiry. It may be that you need to speak to the Accessible Transport Unit as well, as they are the people who issue the Blue Badges and the neighbour would probably have to have had the Blue Badge to get the parking bay. I work for Social Services and get asked questions like this all time time. Again you dont have to give your name, just ring up and if they ask for your name, say you would rather not give it, but they would need all the other information. Give it a try, it would wind me up as well!

maybe this neighbour knows that legally hes allowed to park there, and so does...and the disabled person doesnt want top cause any trouble so just parks over the road.... it is probably only about 12ft further away or something and possibly they can manage that distance.
it is my understanding that these spaces are just to let others know that if they can park elsewhere to do that so as to leave the convenience for the disabled person.

You are going to have to check the rules for the specific council but in Southampton the individual parking in the marked space would be breaking the rules. This is what the city council say about their scheme:
