Abandoned bike

There is an abandoned moped in my sisters new flat parking space, after investigation I found it belonged to an old tenent who move out a while back and left no forwarding adrress.
Living in London, I could make use of this bike for work and would like try and make an offer to purchase, i've tried to contact the owner but had no luck.
The police did not want to know as the bike is not reported stolen and is parked in private property.
Theb land owner said please take it !
The DVLA wont give me any details.
Where do i go from here ?

If it has been abandoned you can probably claim it, just fill in a V62 and send it off and wait, if a V5 comes back then all well and good.
