you can park an untaxed vehicle wherever you like
no, I dont believe you can
You could......but you may be foolish to expect it to remain 'unnoticed' for any great length of time.
You need a SORN (Statutory off-road notice)
how would you get to the unadopted road, assuming you will have to drive through adopted council roads?

are you insured?
As long as you declare SORN, the answer seems to be 'Yes'.

The Vehicle Excise and Registration Act 1994 (Section 29(1)) states:
"If a person uses, or keeps, on a public road a vehicle (not being an exempt vehicle) which is unlicensed he is guilty of an offence".

Section 62(1) of that Act states:
"“public road” . . . in England and Wales and Northern Ireland, means a road which is repairable at the public expense".

Since an unadopted road is not repairable at public expense, it would seem to follow that it is not a 'public road', as referred to in the main body of the Act.

You also need to consider SORN, insurance etc...
