What is classed as campaigning for political or legal change?

If the government are looking to implemented a change to a specific area of a national service, such as changeing the pension age or changing an area of the NHS and you decided to campaign against the change is this classed as political campaigning?

I have had a bit of think about this and think that 'political or legal change' is more about the peole in government rahter than the running of.

I don't think so, in this case, as what you are against is something your employer is doing to you, the fact that your employer is the government is irrelevant. However there have been political campaigns by unions but I don't think it counts as such in this case.
