thanks for the replies and thoughts on my last post. have spoken to my sister who remembers that the bike was not insured. the insurance had run out 2 days before and my dad was going to insure it after the weekend. so it did not belong to any insurance company and was still my dad's property. any thoughts on now as to why it was still being taxed 5 years after?

Whoever had it was able to get a log book

and if someone got a log book can i find out at least what area it was taxed in?

If they can give the relevant information such as vin number and satisfy the DVLA that they are the lawful and rightful owner, then yes.
No you can't. The Data Protection Act makes sure of that
