I have a ccj out on someone, they are refusing to pay and basically I can't get anywhere with Baliffs etc as he is very clever and knows all the ways to avoid anything i throw at him. Can I get a judge to hear my case and demand he pay me??

That is what the county court judgement did.
We don't have debtors' prisons any more with a few exceptions, so all you can do is spend more money enforcing the judgement.

If the debtor owns his own house, you can apply for a charging order.
If he has money in the bank you can apply for a garnishee order, or if he is working you can apply for an attachment of earnings order.

Getting the CCJ is the easy bit - enforcing it is a nightmare
Her Majesty's Courts Service has advice about the ways you can enforce judgement. See here:

Chris
If he is a 'man of straw' (that is he owns nothing, earns nothing) you are wasting your time.
