If someone died 19 years , left a will but it is never been put to probate is it too late ?

What happened to the estate? Is it still sitting around waiting to be distributed? In that case it's probably not too late.

Or was it distributed years ago? I suspect it's too late in that case. I think, but have been unable to verify, that there's a 12 year rule.

No it hasn't been distributed as close relative would inherit .
Ask the Probate Registry (see website).
