silly man
Its not acceptable, There will probably be something in the deeds on the house probably stating no running of business and no commercial vehicles, just dob him in , i live in a cul de sac and I wouldn't like that either , i know you have used the " he has been in prison" to paint a character picture but it really is non of yours or my business whats he has done , his time is spent .

Ethel is - as usual - right. You need to contact the Council. Apart from the issue of licences there is also the question of whether he has planning permission, which is normally needed to run a business from a residential property. Environmental Health may also need to be involved.

If you can't get anywhere with the Council officials involve your local Councillors.

Best to do all this as a group with your other neighbours, so it is clear that a lot of people are complaining and not just you.
If he is using a vehicle over 3.5 tonne then he needs to have an operating licence for each vehicle, this will be a blue or orange disc displayed next to the tax disc.
These are issued by the traffic office and to obtain one, you need to disclose the address of your operating centre. The restrictions on use are pretty strict, and to have obtained a licence, he will have had to display a notice in the local newspaper inviting objections. The authorities have the power to shut down his business if the terms of his operators licence are broken.
Even if this man has managed to fool the licencing authority about his operating centre, you still have the right to contest the licence.
