Can anyone tell me how to confirm that someone has the correct national insurance number and has not given my company a false number.

Method 1:
Insist that the employee shows you their National Insurance card. (If the employee says that he/she doesn't have one, insist that they obtain one. You can tell them how to go about it by viewing this site:

Method 2:
Assume that the code you've been given is incorrect and use the National Insurance number tracing service:
http://www.hmrc.gov.uk/employers/taking_on.htm#7

We at the DWP do not accept the National Insurance card as confirmation of ID so no-one else should. It's only for folk to use as a reminder.
It should be on the P45 anyway shouldn't it? From their last employer.
