I have just received a text message from work, informing me that my late shift has been cancelled because of bad weather, and have to take a days holiday, there is nothing in my contract that says due to bad weather they can make me take holidays, if I go into work and say I did not receive a text, they will send me home with pay, but say I will owe them 8 hours, can they do any of the above.

If the whole place is closed how will they know you went in?
I'm in a similar boat today - I can get in but my supervisor can't so I dont get paid at all (only 2 of us in of an evening)
An employer is free to determine when your holidays occur, subject to providing you with reasonable notice.

You have not been provided with reasonable notice, so today can't count as part of your holiday entitlement. You've been laid off. You're still entitled to receive full pay for today, with no obligation to work any extra hours for that pay:

thanks Buenchico I am reading up on it now thnx for the link.

for oj, fortunately for me there are staff in work it appears drivers doing local deliveries are still required, whereas my route would have been outside the local area. hence the text
