As any payout to a victim of crime would come out of public funds (I presume) would there be any way of finding out a settlement amount to an individual?

i wouldn't have thought so. You could probably find out (for example) Person A had loss of finger owing to a crime. Loss of finger = 5000
and so on, but i would imagine data protection precludes you findng out exactly who gets what
