Can I legally move police traffic cones?

I have just got a parking ticket for not being parked within the white lines of a bay. The reason I was not in the lines was that the ****** space behind me was 'reserved' by police cones, which made it difficult for me to get into the space. Would it have been illegal for me to move the cones, park, then put them back?
