Have you discussed the options with them?

Will they accept a reference from a professional or clerical person?  Such as a doctor or priest?

Perhaps find something else in the meantime to establish a reputation and build up references.

Hi there!

Can you give someone of an employer before, and back up with an additional personal reference? I used to work for a government body and we could 'bend' the rules in certain circumstances, sounds like they're being a bit harsh! As not everyone has recent work references or are in a similar situation to you.

If theres really nothing else they can do, like the Octavius says you'll have to temp somewhere else to get more experience (maybe an agency?) and reapply when you have another referee.
