The statement itself was written clumsily.
What is the significance of the word Who in brackets? Are you expected to start the question with Who...?

Also Britons are the people of Great Britain not a Nation.

The statement is badly written.
If it had simply said "Britons despise queue jumpers" then the question could be "who despises queue jumpers"

I wonder if queue jumpers don't mind being jumped in front of in a queue?
I suspect the examiner will give you full marks if you mirror the language in the statement by writing the question as "Who are the nation that despises queue jumpers and the like"
I would say, "Which nation is noted for frowning on queue-jumpers?" Answer: the British.
