Work Permit for Hawaii

My daughter is going to stay with family in Hawaii for six months and hopes to get a seasonal job out there. Will she need to obtain a work permit before she goes? How would she go about this? Thanks.

Sorry, there's absolutely no chance that your daughter will be permitted to work in Hawaii. (The only exception would be if she had skills or talents which couldn't be supplied by the local workforce. To comply with that, she'd need to be an internationally famous actress, a world-class brain surgeon or a leading nuclear physicist).

Unlike such countries as Australia or New Zealand, the USA doesn't issue 'working holiday' visas. See here:

As your daughter plans to remain in the USA for longer than 90 days, she's ineligible for the Visa Waiver Program. She'll have to seek a B-2 visa but she definitely won't be allowed to work:
