Is there an ombudsman for education in Scotland?

Wont go into great detail, but my friends child is having a terrible time at school and is really not getting anywhere from the local authority, its getting to breaking point.
Where or who can she speak to to try and get the help her child needs.

Thanks for that, will pass it on, many thanks
she has to go through the official channels of the school to complain first, then the board of govenors, if she fails to go down this road she will automatically be fobbed off by the ombudsman
