Your motor insurers will definitely require you to have insurance on a van you are towing. In the event of anyone damaging your caravan or it is stolen, if it's not insured, you won't have any comeback.

No.

It is not a motorised vehicle for the purpose of the Road Traffic Act.

But whilst it is being towed, your motor insurance policy will automatically provide third party risks for the caravan.
