my car has been stolen and found i have a claim going through i have insurance no mot oncar it was declared off road with dvla will it effect my claim

As long as the car was declared as SORN, and the car wasn't stolen whilst you were using it, I don't see why you can't claim. Insurance is there for a reason. Make sure you use it.
It will probably affect the overall valuation. A MOT certificate proves that the car was in a roadworthy condition, which is more valuable than a car that isn't!
