Is it true that this happens?

the foreign section of the community do it quite a lot,because the police do not chase them for it.but charge about �300

It happened near Oldham I think - loads of taxi drivers taking the blame for each other's penalty points. As you can imagine they got caught, quite hefty bans and fines I seem to recall.
