A friend who`s health has deteriorated is having to have oxygen cylinders in his home.
He has been told that he must inform his house insurance.Mainly because of the cost of replacement if they are damaged.
Surely if they are not his property then his insurance would not cover them?
He also has said that if I run him anywhere in my car I have to inform my insurance company as he also has a portable cylinder.

It is not the cylinders themselves but the extra risk they carry. The cylinders are under very high pressure and in a crash or fire could explode so a car carrying an oxygen or air cylinder has a higher risk. You will need a sticker for the car saying that gas cylinders are being carried so that the fire brigade etc are aware of the hazard in the event of a crash.
As a separate issue Oxygen will make anything burn much much faster , in fact things will burn explosively. It is vital to avoid smoking or any sort of fire/flame anywhere near an Oxygen cylinder .
Please read this link it tells you all you need to know iff you are going to be transporting / using Oxygen cylinders
