How does a restrictor elbow shut off the gas supply ?

The aforementioned is a right-angle converter from copper 15mm to 10mm chromed, flexible pipe.  i.e. from 15mm supply to the 10mm gas fire delivery tube.  In line with the 15mm pipe is a brass, threaded slug which is capped by a threaded, chrome dome with a single slot for removing it.  Removal of the chrome dome reveals the brass slug which can be screwed in so far as to obstruct the elbow completely thus closing the pipe (and therefore the gas supply) before the right angle to the gas delivery tube.  I thank you.
