Answer 1: No they're not.

Answer 2: "Not applicable".

The only people who can see the CCTV images will be the police (or their civilian colleagues). If members of a local community express concern about what CCTV cameras may, or may not, be seeing, it's sometimes possible to get an invitation to visit the control room. However (in central London for example) even the location of the CCTV control room can be a closely-guarded secret.

Even if the camera is showing your property you can only view footage in relation to an offence that has been committed, if it is relevant to the police enquiries.
"you can only view footage in relation to an offence that has been committed"
