Bullseye sign on road surface

Two similar painted-on signs have appeared on road surface near me. The are large circles about 30 inches across, white with a thick black line round the outside - like a bullseye. There is a metal stud in the centre of the circle. These are a couple of miles apart, one on a country road and one on a main arterial route. There is a possible new road being planned in the area. Can anyone shed any light on this for me, please?

If they are planning new roads it could be a marker for a theodolite, only a guess mind you, dougie.
I think dougielogan is right, they are called datum points and are used for reference when setting out levels for new buildings etc.
