toilet vent near waste pipe

am in a new house and there is a vent in a boxed in section beside the W.C.. I produces a heck of a draught. Anyone any idea what it is and can I cover it safely?

It's possibly to help prevent too much condensation, and would be better with a sliding cover so you can have it open when you need it.
