Just the bath tap or the hand basin aswell ??? If it is just the sink tap then it could be tap problem, probably a stuck washer or a siezed worm. If it is just the bath tap then it could be the same again as for the sink tap OR that the boiler is not big enough to cope and it is undersized. If it is both bath and sink taps then it could be the boiler that has a scaled/sludged or blocked up heat exchanger, In which case a suitable de-scaler and power flush should restore it. Or the service valve is slightly closed. Or just simply the flow regulator needs adjusting, diaphragms need replacing every three years, and filters need cleaning every year when it has its service. So a simple service might just do the trick if it is over-due.
with combi boilers, you have to adjust the pressure every once in a while. The boiler should have adipslay on it sayign what the presure is (bars) it should be around 2.5 if it is not, this might be the probalem you are having? maybe? there whould be alike a tap thing under your boiler on the pipe feding into nit, twist this and it will add water into the system to build up pressure. this might only be for the heating though, i really dont know? just thought id mention it anyhow, as this is what happened to me, but with teh heating, it never used to reach the 2nd floor. Now it does :)
