I was wondering if you could help me. I do not understand the following sentence:
If you are resident in Britain and have an EC licence, your licence can be endorsed by the courts and a counterpart will be issued.

What does the word endorse mean in thsi context?

It means if you get done for speeding,drink driving or any other driving related offence it will be recorded on your licence.

It is an odd statement !

An endorsement on a driving licence usually means that penalty points incurred by the driver for a driving offence are recorded on that licence.

However, if you have no penalty points on your licence, I would assume that *endorse* in this instance means a confirmation that your EC licence is valid in the UK.

I always understood "endorsement" to mean "approval of" or was some way of adding comments.

You've got me scratching my head now too - no wonder you are baffled !
An endorsement is an attachment to a document that amends or adds to it.

In the case of a driving licence this is to add information such as penalty points in relation to traffic offences. Since EC licences are not able to have this information printed upon them directly a paper counterpart is issued.
