Climb proof paint

First time i saw this i thought it was a joke, but in recent years more and more building and fences proclaim the legend 'WARNING CLIMB PROOF PAINT'. Are they having a giggle or does climb proof paint exist and if so what is it?

It's just paint that doesn't dry, so it leaves marks on would-be intruders clothes. Just to prove it does exist have a look at this http://www.decoratingdirect.co.uk/viewprod/t/TORAC

It's designed to deter would-be burglars and similar from buildings unable to place barbed wire or broken glass around its perimiters, for fear of legal redress by the intruder (I know, I don't make the laws!) The paint retains a viscous residue which is quite difficult to wash off, and stains clothing permanently, it presents a slippery surface to would-be invaders, and hopefully discourages them.

I wonder if this works on anything other than fences/ buildings?
In the last 6 days I have had 2 thefts or garden pots, from inches away from my front door.
There is a security light on 24/7 but it hasn't deterred the barstewards. Last night a near neighbour also lost a large plant in a heavy pot. They surely had to have transport to cart it off in.

They'd be minus their fingers if I could catch them!!
