sticky out dresses

ok this is probably in the wrong section but never mind
for my fashion course i would like to make a puffball dress but have no idea how to make it stick out like the do, im talking about the stiff kind that dont just turn under at the bottom the ones that look like your wearing a tulip lol
any help would be appreciated :)

Do you mean the old fifties sixties dresses that the rock n rollers used to wear, if so they used to wear loads of net underskirts to hold them out.

I think wiring is involved...how and where I'm not sure though!
Have you looked at a puffball skirt to see how it's constructed? The way it hangs is due to the way it's cut and the weight of fabric. It's contructed like a doughnut. The centre 'lining' is straight, and the outer fabric (the 'puff') is gathered, draped and stitched so that it hangs. Kind of hard to explain.

I'm not explaining this very well, but see if you can get hold of a puffball skirt and investigate.
