Staircase, normally 13, but depends on total rise and going, or up and forwards in laymans terms.
Why do you ask? Technical reason or just curious?
None, there called treads.
The Oxford English Dictionary - the 'bible' in such matters - defines 'flight' in this sense as "a series of stairs". Two of anything can scarcely be called a series but three and upwards surely can. So, I would describe three steps - or treads, if you prefer! - in a sequence as a short flight of stairs.
