Problem with keyboard

I can't get my pound sign to work. It comes out like this #. Also the @ and the " have swapped places. I've tried the hash to see if it gives me a pound sign but it types this \ (which isn't even a symbol on my keyboard is it)?

Your Keyboard is set for English US. Go to control panel and change your regional setting on the keyboard.

I should have said Regional and Language Options within Control Panel

Press shift and alt together and then shift and 3 and it will come out as �. My computer is the same.
