Is there some way of plumbing in a new radiator that is approximately 4" narrower than the old one, without moving the original pipework? I was thinking along the lines of extended valves or tails.

4" is a bit much, you can get extensions for valves but why not take it to one end and then only extend the other with a bend and astraight valve. Your Plumbing Merchant will assist you !
Why not connect it with a flexible pipe? Available at plumbers merchants and all DIY stores
