What are the posts with a flat, tilted panel on top that look like solar panels near to roads ?
What are these and what are they for?
I have only ever noticed them near slip roads.

At a junction it might be a solar powered air quailty monitoring device? Job to know really, as all sorts of things can be solar powered. Road signs included

They ARE solar panels, used for road signs that flash a message like "too fast" or "30" when a car is detected at a higher speed.
There are even a few around with little wind generators on them !
