They're sold in bulk. Stamp collectors call this 'kiloware'. The collectors then sort through them looking for anything distinctive. This might mean slight colour variations, unusual types of perforation, minor printing errors, inverted or sideways watermarks, rare postmarks, missing or incorrect phosphor bands, . . . .and dozens of other things.
No, I'm not a stamp collector but my late father was. He collected nothing except 'modern' (i.e. Queen Elizabeth II) British stamps. You might think that this would only mean collecting a small number of stamps but one stamp might have over a hundred known flaws and variations. Collectors, like my father, seek to collect every known variation and also to identify new variations which can be added to the reference books.
The bags of kiloware, sold by charity shops (either directly or through stamp dealers) are the main source of stamps for collectors who are interested in this very specialised area of philately.
