Capital Gains tax on property I'm renovating

Hi, I have been renovating a property for the last three years and living at my parents house whilst doing it up, so have never actually lived there, I have been paying council tax but at a reduced rate as I've declared the property empty. I am now considering selling the property.
My question is can I class the property as my main residence for capital gains tax reasons?
