What can I do to get rid of black marks and bubbles which have appeared on bedroom wall which has been plastered and outside of house has been pointed .I read on google but can’t find it now to wash with diluted vinegar and later use a primer . Help.

Sounds like mold which appears after sealing walls with paint.
Vinegar sounds nice but will not do very much.
I recommend a mold spray from a construction market. Don't be afraid bc it is chemical. It works! Maybe this link helps:
