Electrical Box Has Ticker Tape?!!

The council are upgrading all the outside supply li ex in our road. Thus our power is off(not a prob) however I've just seen a strip of tape on the outside of our box saying "caution - unit in isolation" what does this mean???!!! Is there a fault inside our box? It's a house that we bought recently and to be honest it was is quite a bad state when we bought (we wanted a fix me upper)

As I see it, it simply means that, while work is being done, the power to that box is turned off. It's a warning to staff that, just because a circuit inside the box isn't currently 'live' they shouldn't regard it as safe to work on because the power to the box might be turned on again from a remote location.
