Allowing App to take pictures?

I was downloading a torch for my Samsung Ace and each app that I tried to download asked for permission to allow the torch app to be allowed to take pictures. Does this mean that the app could be taking pictures whilst I am using the torch and should I be worried that it may be sending or using said photos in a manner I may not like?
