Try custom & excise. I think it also depends the value of goods per year.

In principle anybody can import into the UK, and there will customs duty and VAT charged at import (and possibly other taxes such as excise duty, anti-dumping duty, CAP levies, countervailing duties depending on the type of product).  If you are VAT registered and it is a commercial import you can claim the VAT back on your VAT return.  If you are not VAT registered then it will be a cost.

Whether you need an import license depends on the type of product.  Goods covered by CITES (effectively protection of wildlife and plants) need licenses.  Some technology and arms need MOD licenses.  Most fruit and Veg need certificates.   There are lots of other examples
