Opening a Bank Account without ID

Hi guys,

My fella needs to open a bank account but he doesnt have any 'valid' ID as his passport is expired. Are there any ways around this or banks which dont require the ID?

Driving licence,. Phone bills , other utility bills. Morgage statements. Insurance bills. National insurance Number. Ask the bank what they will accept.
I opened an account with the Alliance and Leicester over the phone a few years ago, they never asked for ID, don't know if they've changed now they have become Santander though.
birth certificate along with expired passport may suffice.

what did the bank suggest?
Anything from the taxman (P60 for example) and at least 2 current utility bills with his name on.
Thinking about it I did have a building society account with someone else so perhaps they checked my details that way.
By the way my answer was from someone who worked in banking for 4 years.

You'd find nothing in my dustbin - I have no paper bills or statements at all.
I do have the tv licence delivered once a year but the old one gets shredded.
Then it becomes hamster bedding.
^^ Noticed any unexplained hamster food deliveries lately?
Would a post office account be of any help? As far as I know they aren't as stringent about forms of ID.
All banks have different account opening criteria, however all will need to see something showing your name and address to satisfy money laundering regulations. This can be a bank or utility bill or the bank can check the electrol roll. All banks will search credit reports to check for adverse information, they can also check the same reports for positive information which they may accept as proof of address. If your chap is on the Voters roll, lived at his address for several years, the bank may be able to do internal checks and obtain what they need, otherwise he will need provide whatever documents the bank requests.
There's no ID in my dustbin either, unless you want to spend hours with sellotape piecing together the shredding....

The Post Office may not check your ID in the branch when you open an account, but they do do their own checks at the central place for accounts. If necessary they will ask you to take ID into a branch for it to be checked.
