If you buy a house in France before you sell an existing one do you have to pay taxes on the empty one?

Not if it's your residential home.
Nor if it's a 'maison secondaire' which you've had for 15 years or more.
Just reread your question. Do you mean do you still pay taxe foncières and taxe habitation on the first property? That answer is yes.
