low hot water pressure

I have low hot water pressure on both taps connected to my hot water tank. I have also just spotted a large damp spot by the skirting just outside the bathroom which appeared a day or so after the pressure fell.

Does anybody have any troubleshooting ideas about if these two things are connected or what might cause the low pressure.

Is there any water in the tank? Have you looked for a leak?

Yes, there is water in the tank because I can get a low pressure stream out when I turn on the hot tap and there is no leak that I can see, yet the damp patch would seem to say there is somewhere.
Well what sort of system is it?
No-one can giva decent answers without knowing.
Combi ... mains
Gravity HW .. loft header tank
Pressurised System with complex mains storage unit

PS. Tank is in the roof.
Cylinder is in the airing cupboard.

Tank is in a cupboard, but have finally convinced the BH of the necessity of getting a plumber so hopefully he will be able to take care of it.
