Probably not, as it's the same Class of Use. You'll need Building Control for the work though.

Not usually, unless you're making the garage bigger. However, differing local authorities do have differing opinions on this ... best to give 'em a ring.

We converted our garage into 'habitable use" as part of a larger extension. We didn't need planning permission as it was a permitted development but building regs were quite stringent in terms of sound and heat insulation and construction methods and materials.
It MAY be an issue with the Development Control department (PP) if you will then not have adequate space to park a car on a driveway.
Hiya, I'm a planning officer so can give you a more definitive answer. If all you are doing externally is taking down the garage door, bricking it up and adding a window flush to the wall then you will only need planning permission if you have what's called an Article 4 Direction over your property restricting permitted development rights, or if there was a condition attached to any planning permission granted at the site that could also restrict permitted development. Even if you don't need planning permission you will need Building Regs.
