What do you plant to grow scallions?

I've been told that if you want to grow scallions you plant shallots in the ground. Is this the case?

no, scallions are what we call spring onions, hope this helps

I've always understood that a scallion is a spring onion before the bulb develops, a straight-sided shoot.
In Ireland we call spring onions scallions.
