Repairs to cement fountain part

Our garden fountain, because of frost, has the bottom cement/concrete part broken off and I would like to know if a bond can be made to repair it.
It is shaped like an inverted flower pot with a hole in the bottom for the hose connection, it has sheared of cleanly about 80mm from the bottom in an irregular pattern. I do not think I could drill and pin it, but thought more along the lines of a bonding type material, as there are no broken bits to fill in.
Any suggestions?
