how is a bike frame measured

how is a bike frame measured ? I'm trying to list a bike on ebay and have been asked for the frame size it ranges from 9.5 to about 28 inches (its not the wheel size) where am i taking this measurement from ?

Isn't it the inside leg measurement of the rider?
I think it is from crossbar to ground, or in the case of female bikes, where the cross bar would be.

I think I best leave the frame size feild blank
Give the 'standover' height of the bike: from the ground to halfway along the top tube.

hm and I have a nice long sadle colum (that I put on myself) so it can be anything
